“Cost certainty is not declared — it is engineered.”
Every project lives or dies on one question: will it be delivered for what it was promised to cost? RLB|SQA answers that question at every stage — not with a single number, but with a discipline. As the RLB Group’s operating entity for France, Morocco and Luxembourg, we bring the rigour of international Quantity Surveying to your most demanding programmes, from the first feasibility study to the final account.
WHY IT MATTERS
Most cost overruns are not born on site. They are built in — into an estimate made too early, a budget that stops following the design, a contingency that never reflected the real risks. By the time the overrun appears, the decisions that caused it are already months behind you.
Cost management is the discipline that closes that gap. We keep a live, evidence-based model of the project’s economics — one that moves with the design, the market and the risk register — so that every decision is taken with its price known, not discovered.
WHAT WE DO
HOW WE WORK
We start from measurement, not opinion. Every estimate is built element by element, priced against the RLB group’s international cost data and benchmarked across more than 40 countries. As the design matures, the model matures with it — from order-of-magnitude ranges to a controlled, committed budget — so there is never a moment when no one knows where the project stands.
We quantify cost and schedule risk in a single model, because the two are inseparable: time is a cost, and one of the most volatile. Your contingency then reflects the real correlation between them, not two disconnected provisions that quietly understate the need.
WHAT YOU GAIN
INDEPENDENCE BY DESIGN
We act exclusively on the client’s side. We carry out no design, engineering or construction work, and our fee is tied neither to the value of the works nor to a date we ourselves announced. That structural independence is what lets us tell an owner what a decision — or a deadline — really costs, before it is committed.
